West Bengal State Electricity Distribution Company Limited यानी WBSEDCL ने 11 अगस्त 2026 को एक महत्वपूर्ण competitive tariff notification जारी किया है। इसमें Damodar Valley Corporation (DVC) के command area में जहां multiple licensees काम कर रहे हैं, वहां Cold Storage consumers at 11 KV, Industrial consumers at 11 KV, 33 KV, 132 KV, 220 KV and above तथा 132 KV Traction consumers के लिए competitive rates दिए गए हैं।
यह notification September 2026 के consumption month से प्रभावी है। इसलिए जिन consumers की category इस notification में आती है, उन्हें नया tariff समझना जरूरी है।

अगर आप खुद WB Bijli Bibhag का tariff notification देखना चाहते हैं, तो इसके लिए किसी एजेंट या कार्यालय पर जाने की आवश्यकता नहीं है।
सबसे पहले WBSEDCL की official website पर जाएं। इसके बाद Consumer Corner में जाएं और वहां Tariff / Tariff Notification का option देखें।
WBSEDCL के official tariff page पर अलग-अलग tariff orders और notifications उपलब्ध हैं। वर्तमान सूची में 11 अगस्त 2026 का competitive tariff notification भी दिया गया है।
इस notification को खोलने पर आपको Cold Storage, Industrial और Traction consumers के लिए Energy Charge, Demand Charge, Load Factor Rebate/Surcharge और Power Factor Rebate/Surcharge की जानकारी मिलती है।
Cold Storage 11 KV का नया Tariff कितना है?
अगर आपका connection Cold Storage 11 KV category में आता है, तो notification में Normal-TOD tariff scheme के तहत अलग-अलग समय अवधि के लिए Energy Charge दिया गया है।
आधिकारिक notification में Cold Storage 11 KV के लिए Energy Charge 571, 665 और 504 पैसे प्रति kWh दिया गया है, जबकि Demand Charge ₹384 प्रति KVA प्रति माह है।
यहां एक महत्वपूर्ण बात समझना जरूरी है कि notification में Energy Charge Paise/kWh में है, रुपये प्रति यूनिट में नहीं।
अर्थात:
571 पैसे = ₹5.71 प्रति kWh
665 पैसे = ₹6.65 प्रति kWh
504 पैसे = ₹5.04 प्रति kWh
Demand Charge = ₹384/KVA/Month
इन rates का इस्तेमाल संबंधित TOD period और applicable conditions के अनुसार किया जाता है।
Industrial Consumer 11 KV का नया Rate
Industrial consumers के लिए 11 KV category में भी Normal-TOD tariff लागू किया गया है।
आधिकारिक notification के अनुसार Industrial Consumer 11 KV के लिए Energy Charge 576, 671 और 505 पैसे प्रति kWh है। Demand Charge ₹384 प्रति KVA प्रति माह दिया गया है।
इसका अर्थ है कि तीन applicable time periods में energy rate क्रमशः:
₹5.76 प्रति kWh
₹6.71 प्रति kWh
₹5.05 प्रति kWh
होता है।
इसलिए केवल एक unit rate देखकर पूरे महीने के बिजली बिल का अनुमान लगाना सही नहीं होगा। आपका consumption किस समय हुआ, sanctioned/contract demand कितनी है और कौन-कौन से rebates या surcharges लागू हैं, इन सभी बातों का असर बिल पर पड़ सकता है।
Industrial Consumer 33 KV का Tariff
अगर किसी Industrial Consumer को 33 KV supply मिल रही है, तो notification में Normal-TOD scheme के तहत Energy Charge 538, 626 और 472 पैसे प्रति kWh दिया गया है।
Demand Charge यहां भी ₹384 प्रति KVA प्रति माह है।
रुपये में समझें तो तीन rates लगभग:
₹5.38 प्रति kWh
₹6.26 प्रति kWh
₹4.72 प्रति kWh
हैं।
यह rate विशेष रूप से उन industrial consumers के लिए महत्वपूर्ण है जो high-voltage supply पर काम करते हैं।
Industrial Consumer 132 KV का नया Tariff
132 KV industrial consumer के लिए official notification में Energy Charge 523, 608 और 460 पैसे प्रति kWh दिया गया है।
इस category के लिए Demand Charge ₹384/KVA/month है।
अर्थात energy rates:
₹5.23 प्रति kWh
₹6.08 प्रति kWh
₹4.60 प्रति kWh
के बराबर हैं।
यहां भी वास्तविक bill की गणना केवल energy charge से नहीं होती। Demand charge और लागू rebate/surcharge को भी ध्यान में रखना पड़ता है।
Industrial Consumer 220 KV और उससे ऊपर का Rate
220 KV या उससे अधिक voltage पर supply लेने वाले Industrial Consumers के लिए Energy Charge 518, 602 और 455 पैसे प्रति kWh दिया गया है।
Demand Charge ₹384 प्रति KVA प्रति माह है।
रुपये में ये rates:
₹5.18 प्रति kWh
₹6.02 प्रति kWh
₹4.55 प्रति kWh
के बराबर हैं।
इस category में बड़े industrial consumers शामिल हो सकते हैं, इसलिए connection लेने या tariff scheme चुनने से पहले official notification की applicable conditions को ध्यान से पढ़ना जरूरी है।
132 KV Traction Consumer का Tariff
Notification में Traction Consumer at 132 KV के लिए Non-TOD tariff scheme दी गई है।
इस category के लिए Energy Charge 561 पैसे प्रति kWh और Demand Charge ₹384 प्रति KVA प्रति माह दिया गया है।
यह category सामान्य domestic या commercial connection से अलग है और विशेष उपयोग/consumer classification के अंतर्गत आती है।
Load Factor Rebate क्या है?
Industrial consumers के लिए notification में Voltage-wise Load Factor Rebate का भी प्रावधान दिया गया है।
Load Factor जितना अधिक होगा, applicable rebate उतना अधिक हो सकता है। Official table के अनुसार:

ये rebate प्रति kWh के आधार पर applicable conditions के अनुसार होते हैं।
इसके विपरीत यदि industrial consumer का load factor 30% से नीचे चला जाता है, तो notification में surcharge का प्रावधान भी है। 30% से कम लेकिन 25% या उससे अधिक load factor पर 5 पैसे/kWh और 25% से कम load factor पर निर्धारित conditions के अनुसार 10 पैसे/kWh surcharge लागू हो सकता है।
Power Factor Rebate और Surcharge
Industrial consumers के लिए Power Factor यानी PF भी बहुत महत्वपूर्ण है।
Official notification में PF के आधार पर rebate और surcharge का अलग-अलग प्रावधान है। High power factor पर rebate मिल सकता है, जबकि कम power factor पर surcharge लागू हो सकता है।
उदाहरण के लिए TOD tariff के अंतर्गत अलग-अलग समय periods निर्धारित हैं:
Normal Period: सुबह 6:00 बजे से शाम 5:00 बजे तक
Peak Period: शाम 5:00 बजे से रात 11:00 बजे तक
Off-Peak Period: रात 11:00 बजे से सुबह 6:00 बजे तक
इन अलग-अलग periods में PF के अनुसार rebate/surcharge की दरें अलग हो सकती हैं।
इसलिए बड़े industrial connection वाले consumers के लिए केवल प्रति यूनिट rate देखना पर्याप्त नहीं है। Load Factor और Power Factor को maintain करना भी bill management में महत्वपूर्ण हो सकता है।
समय पर Bill Payment करने पर Rebate
WBSEDCL के इस competitive tariff notification में समय पर payment करने पर rebate का भी प्रावधान है।
Notification के अनुसार due date के अंदर payment करने पर eligible bill amount पर 1% rebate दिया जाता है। इसके अलावा eligible consumers द्वारा web/net banking, debit card, credit card या electronic clearing facility के माध्यम से e-payment करने पर एक अतिरिक्त 1% rebate का प्रावधान है।
हालांकि rebate की calculation में meter rent, taxes, duties, levies और कुछ arrears जैसी मदें शामिल नहीं होतीं, इसलिए actual bill में rebate की गणना notification की शर्तों के अनुसार करनी चाहिए।
New Consumer को क्या करना होगा?
यह notification नए consumers के लिए भी महत्वपूर्ण है।
आधिकारिक notification के अनुसार ऊपर बताई गई categories में 11 KV पर नए consumers को संबंधित Regional Manager के office में apply करना होगा।
वहीं 33 KV, 132 KV तथा 220 KV और उससे ऊपर supply के लिए application Chief Engineer (Commercial) के पास संबंधित formalities पूरी करने के लिए जाना है।
नए applicant के लिए application submission की timing भी निर्धारित है। महीने की 15 तारीख तक प्राप्त application को अगले billing month में consideration के लिए लिया जाएगा, जबकि 15 तारीख के बाद प्राप्त application को उसके अगले billing month में consideration के लिए लिया जाएगा।
इसलिए नया industrial या cold storage connection लेने वाले applicant को application timing और applicable tariff category दोनों का ध्यान रखना चाहिए।
यह Tariff किन Consumers के लिए महत्वपूर्ण है?
यह notification मुख्य रूप से निम्न categories के लिए उपयोगी है:
Cold Storage – 11 KV
Industrial Consumer – 11 KV
Industrial Consumer – 33 KV
Industrial Consumer – 132 KV
Industrial Consumer – 220 KV और Above
Traction Consumer – 132 KV
हालांकि यह competitive tariff विशेष रूप से DVC command area में multiple licensees वाले क्षेत्र के लिए notified है। इसलिए West Bengal के प्रत्येक electricity consumer पर इसे सामान्य tariff मानकर लागू नहीं किया जाना चाहिए।
जरूरी सावधानी
Tariff को समझते समय यह भी ध्यान रखें कि Energy Charge और Demand Charge अलग-अलग चीजें हैं। Energy Charge सामान्यतः consumption के आधार पर और Demand Charge contracted/sanctioned demand से संबंधित होता है।
इसके अलावा Load Factor Rebate, Power Factor Rebate/Surcharge, timely payment rebate और अन्य applicable charges से final bill amount बदल सकता है।
